Thomas C. Thayer (1936-96) served in numerous positions within the U.S. Department of Defense, retiring as assistant director of the safeguards division of the Nuclear Regulatory Commission. During the Vietnam War, he directed the Southeast Asia division of systems analysis in the office of the Secretary of Defense. Gregory A. Daddis is an associate professor of history at Chapman University. He is the author of No Sure Victory: Measuring U.S. Army Effectiveness and Progress in the Vietnam War and Westmoreland's War: Reassessing American Strategy in Vietnam.
