Fossil fuels are a cause of droughts. Combustion (burning things) releases positive ions into our atmosphere. In order for humidity to turn into clouds, the sky needs to be negatively ionized. Negative ionization makes water molecules in the form of humidity stick together like magnets. This is known as the hydrogen bond. The sky has to be negatively ionized for us to have clouds.
