John Halligan is Emeritus Professor of Public Administration and Governance at the University of Canberra, Australia. John Hawkins is Head of the Canberra School of Government at the University of Canberra. Michelle Grattan is a professorial fellow at the University of Canberra and chief political correspondent for The Conversation.
